Text a rumour and your handset will be deactivated

Caught this on the Hidustan Times:
Police on Saturday issued an SMS to mobile phone users stating that their instruments would be de-activated if they were used to send messages that spread rumours.
Spreading rumours is apparently punishable under law in India. I wonder to what extent this is applicable?
Could you, conceivably, have your handset deactivated if you texted your friend saying ‘I think X is seeing Y — have you heard?’ — that’s a rumour. If ‘Y’ found out that you’d sent the text, could they, theoretically, complain to the Chennai Police — who could then turn up at your doorstep and zap your mobile?
